Participation of non-Luxembourg residents in the communal elections of 11 June 2023

A new electoral law allows non-Luxembourgers to register on the electoral roll as soon as they arrive in the municipality and to actively participate in local political life.

The elections reflect the issues that are important to us and how we imagine the future of our municipality. Participation in the next municipal elections is therefore important for the entire population: for young and old, for Luxembourgers and non-Luxembourgers, for established residents and now also for newcomers.

Thanks to a change in the electoral law, all non-Luxembourgers who are 18 years old on election day will have the opportunity to vote on 11 June 2023 without any residence restrictions. From now until 17 April 2023 at 5 p.m., they can register on the electoral roll via guichet.lu or directly in the commune.

In order to raise awareness among non-Luxembourg citizens and to motivate them to take part in local elections, the Ministry for Family, Integration and the Greater Region has just launched its “I can vote” campaign. This campaign is divided into two stages. Firstly, it aims to make people aware of the competences and responsibilities of their commune: What does my commune do for me? What are its competences? Why is it important to participate and vote at the local level? Then there is the registration itself and how to vote in Luxembourg: How to register online and with the local administration? How to vote in a commune under the relative majority system? How to vote in a commune under the list system with proportional representation? A website dedicated to the political participation of non-Luxembourgers www.jepeuxvoter.lu is updated as and when the Ministry and its partners take action.

Do not hesitate to participate and to encourage your family, friends and neighbours to do the same, to take part in one of the activities organised in your municipality or throughout the country.

How do I register to vote?

  • I am 18 years old on election day (11 June 2023)
  • *New* I can register on the electoral roll as soon as I arrive in my commune
  • I go to the population office of my commune at any time, but at the latest 55 days before the date of the communal elections (17 April 2023)
  • I present my identity card or passport to the official at the population office
  • I fill in the declarations provided by the commune (specifying nationality, place and date of birth, etc.). By registering on the electoral roll, I commit myself to participating in the elections
